Considering Trump keeps on tweeting about making School's open in the Fall and have in-person classes I can understand this point of view but I believe that it is just about pandering to his base about being 'Tough on China' and crap like that.

It's not dumb, do you think the knowledge these "middling" PRC citizens (who would never, ever think of espionage) gain won't be put to use to aid an enemy of the United States? It has happened time, and time, and time again with absolutely zero benefit to the United States from having them here. Even worse, they crowd out slots that would normally be available to Americans because they can pay more at the "international student" rate. I'm sorry, but American universities should be for the benefit of Americans first.

Because people think that if you are from a Country not allied with the USA that you will automatically try to steal American Secrets and give it to the Mother/Father Country, even though in most cases it is Americans fed up with the Government who trade State Secrets with Foreign Countries.

Except it has happened numerous times. China's IP theft has been rampant in both industry and academia.
