I know the UN often fails miserably in their "peacekeeping" efforts, but occasionally they fix things. But the country in debt to China is Serbia, not Montenegro.

Below, BIRN takes a closer look at some of the faces – some better known than others – in the crowds of people taking to the streets in Montenegro in protest against a disputed law on religion and what they say are inequalities in Montenegrin society.
Mass protests began in December, with the Serbian Orthodox Church warning that the law will give the government the right to confiscate its property. Led by clergy of the Serbian Orthodox Church, tens of thousands have been protesting twice-weekly demanding the law be scrapped.
Pro-Russian and pro-Serbian opposition political movements regularly participate. Some of those turning out took part in earlier protests against the ruling Democratic Party of Socialists, DPS, which has been in government for the past three decades, while others are marching for the first time.

Doubtful. The Balkans are full of ethnic strife and poverty. What'll most likely happen is that assuming a civil war does happen, the resulting refugee flood will stir up ethnic tensions in the surrounding countries. It's unlikely for any hypothetical victor to invade the surrounding countries, but it generally won't be good for the area.
