Whenever you draw a line around something and say "I want this to be X culture," you're always leaving things out that probably should have been included, and you're including that things that don't only belong to that culture. America definitely has a distinct national culture as well as multiple distinct regional cultures. Americans and immigrants who have assimilated into American culture, in most instances, are going to have a good deal more in common with each other than with people from else-where. It's why trying to send white Americans back to England or black Americans back to Sierra Leone en masse will invariably create cultural clashes and other issues. Americans who deny the existence of their own culture are the same sorts of people who will insist that they don't have an accent when that accent is painfully obvious to anyone who isn't an American. And the sorts who argue American culture is plastic are either salty or missing out on quite a bit because they romanticize European, African, or Asian cultures a good deal too much.

I'm merely suggesting that art is often not meant to be taken in only its most literal possible sense. Humour and metaphor are but two of many different ways in which the meaning of a painting may differ from the exact image it depicts. Nobody actually worships Washington as a god because his "apotheosis" is metaphorical. Similarly, nobody believes he was literally a dog.
