Mostly feminist opposition has killed that. Equal custody is considered misogynist and bad for women by most of the powerful parts of the movement.

Why do men, especially men in positions of political power enable treatment like this?

Because powerful men tend to be sexually active, and sexually active men (statistically) have an out group bias. That is, they favor women and helping women more than men.

It also doesn’t hurt that women make up a majority of the voters, have an in-group bias (statistically), and strong lobbying arms that can turn the women’s vote against people who don’t toe the line.

I'm in favor of this model and prefer it to completely decriminalizing sex-work.

It actually harms women, tends to leave them homeless (renting to a prostitute, even a primary residence, makes you a pimp and illegal), and have to take dangerous risks to satisfy their clientele’s needs for anonymity and protection from the law.

That's true. In the end, who's better at understanding the decisions made by consenting women than... uhh... everyone else but the consenting women.

Bodily autonomy is a paramount feminist principle. If one uses their bodily autonomy to participate in sex work, in either side of the transaction, that is a legitimate usage of it and should be respected. The economy is based on exploitative practices of labor. To hold sex work to such a scrutinized degree the way sex-negative feminists do is paternalist. All jobs are selling your body to varying degrees, and like capitalist economies and criminalization of SW explains the issues around it.

Those biases may not be innate. It’s really hard to say.

But to start with, we need an equal rights amendment that includes disparate impact as part of the analysis. That would help at least address some of these issues as constitutional issues.
