As I understand it, it just compels people to move out of the way of the ray and there's no physical damage in the short term.

Now, I imagine if you continued to stand in the ray, there would eventually be some pretty bad burns. But I'm not an expert on that, it's been a long time since I heard anything about the device.

That being said, any kind of coerced riot control isn't really about how ethical it is, it's about how effective it is while also not doing permanent damage/causing death.
