No, they're not.

The National Guard and other parts of the armed forces are trained in de-escalation and finishing a job as quickly as possible. And in this case they're leaving the protestors alone and letting march as they wish, and riots aren't starting.

Shocking, it's almost as if the police are the main driving force in the riots or something...
