Throwing milkshakes at fascists was a bit of a trend for a while. In an effort to make it seem like a violent assault, some of their mouthpieces claimed that quick-dry cement was being added to milkshakes, turning them into dangerous projectiles. As it happens, the sugar in a milkshake would prevent cement from hardening, meaning that this claim was not only unsupported by any evidence, but was physically impossible.

As to your point that the police don't know that water being thrown on them is actually water, I suppose that's true, at least for a few seconds. But by the same token, when the police fire a gas grenade at people, how is anyone to know that it is tear gas and not, say, sarin or chlorine?
