Indeed, people are protesting policy brutality, brutishly putting down the protests is like trying to put out a fire by spraying gasoline on it.

If you have a big stick and an social environment that reinforces, encourages and maybe even rewards such aggressive behaviour, its not hard to get into the mindset. I think it's just about excercising violence really "and to give them what they really and always have deserved" etc. Its a psychological mindset issue and one that seems widespread in some PD's.
