I wouldn’t be surprised if the HKPF has by now, become the world’s most experienced, well-trained, well-equipped anti riot force in world history. They’ve been dealing with similar problems for over a year and made tremendous progress (street protests went from 1 million plus to less than 50 people last weekend).

Now that the USA faces a similar threat, I think they should look at what the HKPF did on HK, apply it to America (of course while taking into account factors unique or contextual to America) and go from there. Take the good, note the bad (don’t copy that) and execute the battle plans carefully.

The water cannon has been really effective in HK. Do the American police also have these types of capabilities? They might want to look into it. It’s non-lethal if used correctly, and it causes pretty good dispersal even against really destructive groups of rioters. Water cannons can also be used as improvised on the spot to put out dangerous fires. Firearms should always be a LASt resort.
