That particular cartoon could be considered satire, sure. But this one from earlier in the thread
is from a book on phrenology, meant to show the 'superiority' of the Anglo-Teutonic man. Besides, comparing the Irish in those satiric cartoons to apes absolutely has a racist undertone. You rarely, if ever, see WASPy types depicted as ape-like in those cartoons, just people of color and "inferior whites".
That particular cartoon is from a satire comic as well. I mentioned it earlier in the thread.
