That news report is grossly hyperbolic. The SA-24 is not by any standards a long range missile, having a maximum range of 5.2 km and a flight ceiling of merely 3.4 km.

It is not particularly scary, and is a small, cheap short range missile easily bought in bulk comparable to the stinger. It is most used against helicopters and low slow ground attack aircraft as it cannot hit anything flying fast or even at medium low altitude.

It obviously does not and cannot carry a nuclear warhead.

They main concern is a terrorist could acquire one and try to fire it at an airliner taking off or landing (it cannot hit one in normal flight, as they fly far above its maximum altitude).
