Because black people did not vote away Jim Crow or poll taxes. They got angry, several people died, they protested, rioted at times, and made so much a nuisance of themselves that the Federal government had to do something.

Those weren't as simple as "someone ran for it".

A lot of things had to happen for those to start. Reconstruction couldn't have happened if the South won and became fully independent. The civil rights and LGBT rights movements both had instances of major violence and death, and even now still aren't totally over (see the BLM debate and the arguments over LGBT rights). Many things had to occur first for there to be enough political will that people could run on a platform of changing things for the better and win. Things that I don't believe have happened for the changes we're talking about (unless this pandemic is merely the beginning of such things happening).

Btw half of changes that are voted for aren't even changes. People voted for Obama cause they wanted change, and instead they got black George Bush, but without the entertainment and humor.

Considering how fucking long it is taking for me to get tested for antibodies this might as well mean nobody is ever immune

I don't know how much having to get an annual COVID injection will change things, particularly if it's included in/with a flu jab (I think some flus that have caused past epidemics/pandemics are covered by a flu jab). I'd guess there'd be increased pressure for universal healthcare, and increased rate of deaths in countries with neither universal healthcare nor money to provide the jab.
