I was going to post something similar with different sources.

I will just add the Presidents comments do have consequences. Trumps “sarcasm” created a spike in poison control calls. Even my cousin who is a 911 dispatcher and a trumpest has commented that was a stupid thing to say.

People forget Regans joke of outlawing the USSR and ordering bombing did cause a problem. A commander in the Soviet Eastern sector heard the comment; thought it was real and ordered preparation for war. Luckily (I think it was as I don’t remember) a sub commander saw the orders and asked different sources for verification.....

Honestly, sometimes I don't even know, it's changed over time.

Seriously, though, here it is, at least at a high level:

1. Lockdown all high-risk populations and locations and prohibit visitors of any kind except in extreme circumstances (I could certainly see at the point of death) - nursing homes, long-term care centers, hospitals. Mandatory PPE and testing for all employees, mandatory paid sick leave. Nobody goes in, nobody goes out except when absolutely necessary. As much distance as possible will be implemented in areas like deliveries of supplies, equipment, etc.

2. Advise individuals who are considered vulnerable populations in the broader population to shelter in place in the current environment (no vaccine, few if any treatments). Set up special hours at essential businesses to provide for their needs as well as expanded services like delivery/pickup specifically for them. Mandatory masks, gloves, etc. for employees during these times along with frequent cleaning and testing for COVID-19. Ideally you'd have a specific group of employees who would volunteer for these shifts in exchange for additional pay and benefits to compensate them for the inconvenience and scheduling issues.

3. Reasonable paid sick leave for all other employees and law prohibiting employers from demanding a "doctor's note" or other evidence as well as making retaliation for use of paid sick leave illegal and severely punished. Employers should be required to provide appropriate supplies for their employees (masks, hand sanitizer, etc.) depending on the nature of the industry and employee requests. The more close contact between employees, the more that should be provided, but employers should not force employees to wear masks if they don't want to or if it is impractical. Options to work from home or pursue alternative scheduling arrangements should be required as much as possible and any accommodations necessary for people who live with vulnerable people should be given as much leeway as possible.

4. The scope and nature of "lockdowns" is heavily dependent on population density. Rural areas will have few, if any closures of businesses or social distancing requirements, growing progressively stricter with population density tiers but the primary focus will be keeping as many places open as possible in as many places as possible. Where lockdowns are more severe the goal will be to keep as many businesses open as possible to mitigate unemployment. This will also be heavily dependent on the trends seen in demand on the healthcare system; if it's going up or is approaching a set of danger thresholds, the lockdowns will be tightened. If it's going down or there is no indication of strain on the healthcare system, they will be loosened. Voluntary social distancing, mask wearing, etc. should be advised but the emphasis is on voluntary. All outdoor recreation - parks, zoos, beaches, recreation areas, campgrounds, pools, etc. will unequivocally remain open and there will be no restrictions on travel. I think this will actually aid social distancing efforts by spreading people out more...right now, tons of people are going to the "essential" businesses just to get out of the house.

5. Mass gatherings are a judgment call - if there is no evidence of strain on the healthcare system there is likely no need for major restrictions beyond the most serious (e.g. a densely packed group of people indoors), but it should always be on a case-by-case basis. It should also be made absolutely clear that those who are in close contact with vulnerable populations on a regular basis should not attend these types of events and should make more efforts to self isolate compared to others. Overall I think we should err on the side of caution for at least this month before taking any aggressive steps in this area.

6. Schools, libraries, universities and other educational establishments should be open - given the fact that this virus does not pose a significant risk whatsoever to younger people, this is a good way to safely build herd immunity in a short period of time with minimal risk. However, distance learning options should be available to those who are concerned and/or who live with a vulnerable parent, sibling, grandparent, etc. Museums should also be open with reduced capacity, again to give people something to do.
