Looks like he's catching on that he needs to show he "cares" like Biden has been doing. We'll see how long it lasts: I doubt he's being that genuine given it took him this long to do so.

He wants to exclude illegal immigrants from being counted towards the population, which goes against the all "persons" part within the Constitution, although they argue the framers never intended to mean that. I'm not entirely sure how many illegal immigrants are here (I believe it was 11 million last I checked) but I do worry that this will encompass non-citizens too. Luckily, this requires Congress to change (for now) but if Alabama has it their way, it could leave some areas and States with lower representation, specifically urban areas. While I understand the intention, it also seems Republicans are trying to increase their power in the representation field, which seems more likely in my view.

Maybe we could have a compromise where the disenfranchised brown people count as 3/5ths of a person for the purposes of determining how much weight white men's votes carry.

Well, when it suits them best, yes. Otherwise, nah. The appointees I feel can be removed from their positions if Biden were to win: usually the succeeding administration will remove many of the people from the previous, at least, I think they would.

Pretty sure illegal immigration was not a concept that really existed when the Constitution was written. I think the first laws restricting immigration where in the late 1800s.
