He's sent a signed letter thanking some workers to prove he's alive.

Which is... less than 100% convincing.

If he was really alive, they would plaster his face all over North Korean TV and the newsrolls.

Otherwise, it's just some state propaganda pumped out as usual.

Probably wanting to avoid panic in their cities close to the border with NK too. If it does turn out to be all a big load of nothing, they probably don't want a bunch of panicky people fleeing from Seoul and the like without purpose.
