The LA Riots: The Insurrection Act was used to send federal troops into the city.
The Draft Riots: A rebellion and literal civil war was occurring.

There's a stark difference between quarantining a city during a pandemic and locking one down during a time of active rebellion or insurrection.

Source that LA every came under federal Marshal law, the national guard deploying at rhe governors request does not count.

A dusk-to-dawn curfew and deployment by California Army National Guardsmen, Federal troops, and Federal law enforcement personnel eventually controlled the situation.

After the mayor signed the curfew order.

The troops were there at Californias request. They were not imposed by the federal goverment on california. There is a tremendous difference.

What confuses me is why people ardently in support of shelter in place orders are completely against some checkpoints to help enforce them. Texas has already placed checkpoints with Louisiana apparently.

Because different places have different peak times and different levels of risk, dividing into the country into zones, allowing some restrictions to be lifted some places sooner would be a good idea. But to make it work you would have to restrict non essential travel between zones.

It is that simple really.

Well to make this work well state cooperation should be sought.

Such a system, if fairly and objectively established would probably be supported by most.

It is. Erasmus is a university hospital, and the main hospital for the city of Rotterdam; and his find is probably legit.
Practical application however, if there is, will however take quite a while.
