What law allows the federal government to quarantine the entire city of New York?

There’s nothing to say that the federal government can’t quarantine Metro areas, which would be NYC plus extra.

Besides there’s already precedent

Kinda does. The government doesn't get to do stuff without some law giving them the power to do stuff. It's the opposite of how people have rights and can do whatever they want unless some law prohibits them from doing it.

10th amendment kinda means it not legal.

Doesnt mean the president cant do it. And do it till a court says. "Not so fast, big guy". But that day will come.

You want to sacrifice entire municipalities.

Temporary checkpoints would not sacrifice them, especially as you are already prohibited from leaving anyways. You would probably not even notice it, as you probably have not left the area in over a month.

Food, water, electricity, communications, etc. would not be interrupted.

The goal is to lift many restrictions as soon as possible, which would require restrictions on movement between high an low risk areas.

As soon as NYC’s cases are controlled and dropping it would be declared a blue zone, and then it would not be subject to as many restrictions.

We haven’t operated in that way for decades. Hell FDR used laws for different purposes and established precedent to remove the Japanese to the interment camps

It is not really “sealing it off” though, just a temporary restriction on non essential travel really.
