Essentially, yes. I tend to maintain that conservatism, albeit not Dominionism or Islamism, doesn't fit neatly into the category of an ideology because it's not usually predicated on any particular end goal, at least not one derived and supported exclusively by reason. There's probably a number of other paradigms with that distinction as well, but when we discuss secularized theologies socialism, fascism, and liberalism come to mind, as well as most ideologies inspired by them. So modern American conservatism too.
