There’s a lot of other jobs in hospitals besides doctors and nurses you know.

Who do you think cleans and disinfects the rooms? Delivers meals? Checks in guests? Gives directions? Moves empty hospital beds around? Changes the sheets? Restrains uncooperative patients?

That would be very helpful, but not sufficient.
I've read we might have no mass gatherings or events for at least two years if not longer and it might be many months before any stores or restaurants can reopen

I would suggest that you stop reading about these things, they're not doing you any good. Just keep up with the latest advice from your state's health department.

How about yes.

We could slap them with fines, which would be nice but wouldn't be as effective as a punishment for those who can't afford it or can easily afford it. Jail time could put them at risk, because jails don't tend to be hygenic and good for social isolation.

Instead, make them help to maintain the quarantine that they decided to violate.

Essential occupations aren't just medical work.

Whatever we need to keep our society and economy running during the quarantine, send the quarantine violators to go fill gaps in as community service, if they're qualified for that role.

But yeah, putting them in as medics probably won't help, so that would be exempt.

No, actually. There is maintenance staff, clerical staff, volunteer groups, orderlies and security too. Doctors and nurses deal with the medical procedure at hand.
