Of course they have shit to gain. They can claim they controlled the virus better than other nations and cover up how badly the fucked up. Besides the idea that a nation as densely populated as China where the virus began only has around 80,000 cases is a ludicrous one. Not to mention satellite images picked up evidence indicating mass cremations. China is clearly not giving the accurate number of total number of cases. They have a lot to gain.

If they pretend they've got it under control, when they've not, they can do several things.

Firstly, they can go blame other countries for the rapid spread once they started to get it """under control""", because if they have it under control they can't be spreading it.
Secondly, it can be used as propaganda to support the government. After all, they've got it under control way before almost every other country has, so clearly the CCP is superior to every other government in protecting their people, no?
Thirdly, they make it seem like they're not as badly hit as other countries. France, Germany, Italy, Spain and the US all outnumber China in confirmed cases, sometimes by 100,000+. That makes it seem like they've not been as hard hit as other countries, even if their true number of cases is vastly higher than some of these countries.

And they can do all this whilst preventing it from spreading out of control by fighting the virus but not report cases/deaths to international observers. They're also an authoritarian state with no way or will to hold them accountable for their actions, so it's not like it's out of the realm of possibility for them to do it.

It would create the perfect conditions for the virus to spread, as you'd have crowds and social contact, attempted revolution against the government means that hospitals would likely have an influx of people injured, and could end up damaged in the revolt.
