Not really. Both of those countries have suffered from a massive failure to act quickly and decisively to shut down public gathering and movement along side with a collapse of their medical system. China meanwhile did the sensible thing a dictatorship can do and shut down everything. Remember, this thing spreads through human contact. If you can lock down an infected area 24h for a long enough time for everyone infected to be tested and caught than you can easily nip it in the bud.

But try doing that immediately the moment the first case is detected in a western democracy and you'll have everyone screaming at the top of their lungs how you are being evil and oppressive. Where as in China they can just tell you to shut up and obey.
