I know nurseries in the UK aren't wearing masks all the time (IIRC), but they are keeping children in very small groups and are having the children practise by putting masks on dolls and bears so that, if there's an outbreak, they'll be used to the concept and won't be frightened of masks.

It is. That's a pretty good idea. I'm not sure about the small groups, though. It might not work with the limited space and things like that. I would prefer if leadership asked parents to take their children if it's possible.

This is what UK day nurseries are doing. And here is something about the mask situation. According to this (about infection control in nurseries) masks are only advised above age three ("if they can [wear them] properly").
I thought these links might help, if you're going to be running a toddler group and are concerned about infection control.
