That's the point. Cuba, Soviet Union and China all had literacy as a high priority, but so does just about every government ever. It's a universal value.

Some countries do a pisspoor job educating kids, but it's generally because they can't afford it (eg spent all the money building the leader's palace), and I can't think of one that doesn't even try. Maybe Cambodia under the Khmer Rouge.
