But those are as likely to be good as bad: government keeps far more secrets than it needs to.

Might be a good thing. The handling of the Cuban Missile Crisis gave Americans the wrong idea about what actually worked. Made people thing iron-willed ultimatums were effective, when what was really needed was skillful diplomacy and compromise.
