I don’t think you understand what I’m trying to say. I don’t doubt that some might express their beliefs through jokes. I doubt that even a significant minority of people using this meme take it seriously. I doubt that even a significant minority of people being exposed to this meme take it seriously. And I doubt that a hate group that has serious intent on starting a second civil war and has the means to do so are going to express that solely through memes.

Based on this thread, I don't think that people in general do accept that someone might express extreme beliefs through jokes.

Has anyone made a statement to the effect that nobody ever expresses their beliefs through jokes? From my understanding, they’ve been doubting the claim that people using the boogaloo meme are using it seriously.

We're calling them out on their grouping bullshit. Milk is not associated with white supremacists, pepe is not associated with fascists, Boogaloo is not associated with fascists, and water is not associated with nazis. Stop with this association bullshit.

Excepting the example you invented yourself, what exactly is bullshit about those things? White supremacists did, for a while there, adopt milk as a symbol of white power. It started as a joke to troll the libs, but it was still a thing they were doing. That's all the association is. I'm sure some people fell for it and became terribly worried about the implications of their breakfast cereal, but serious organisations who keep tabs on the far right didn't fall for it, or figured it out eventually, and made a note that this was a thing white supremacists are doing. Not "Anyone who drinks milk is a Nazi!", just "White supremacists have this joke about milk".

I think people are saying this is just a meme because it is, in fact, just a meme. Or rather, it’s futile trying to determine if a hate group is preparing to start a war from how often they use this particular meme. It’d be like trying to figure out who’s an alt-righter based on if they’ve used the ok hand gesture. You’re better off looking for actual signs.
