When precincts have numbers like 10 for each candidate, ties happen quite often.
Now what I think they should do is keep the tie and send "fractional delegates" then at the next level of caucus the fractional delegates might combine with fractional delegates from another precinct (for the same candidate obviously). But it's 50/50 that there would be an odd number of them, so even putting it off til later it might still be necessary to toss a coin or draw cards.
The cards are a bit of a gimmick (cos its Nevada) but they do have an advantage over coin tossing. Cards can resolve a three-way tie.
