Wishful thinking takes us nowhere. All we can do now is deal with the emergency. The quarantine periods will be stretched over several periods until we can bring things under control.

That would have required them to have foreknowledge that it was going to develop human-to-human spread, which at the time they didn't know. It would have also required them to know that it would spread with greater virulence than the common cold, which they also couldn't have predicted because they had so little data to go on. It was, in fact, the exact line of reasoning you promote of "what are we going to do? Shut down everything and let our economy suffer?" that led Chinese authorities to deny (probably even to the point they believed it too) the severity of the situation until there was no more denying it.
