No situation in Italy is escalating as of now, with Hospital and Health care system reaching their limit and being overhelmed.

You seem to have fallen into the trap of believing all landlords own hundreds of properties. They don't. The vast majority of landlords are renting out one or two places, and still owe mortgages on those places. If tenants didn't have to pay rent, they wouldn't have a house to stay in as the bank would have it instead.

Small scale landlords are exactly who I'm thinking about here. They're being given a break on their mortgage payments. They won't lose the properties they're renting out.
