People in rural regions tend to be more insular and conservative. That said, Fascism seems to be focused in urban communities with mixed ethnic populations from what I've read about Casa Pound.

In Italy it spread from the rural areas into the cities. They didn't join fascist parties because for a long time Italy's right-wing governments operated at a crypto-fascist level with the add on of having an alliance with the Mafia instead of trying to suppress it.
