Seeing as none of said evidence has come to light, only the word of a Gov who's known to be an unbelievable git himself, I can't with good conscience take his word for it. No one is getting arrested in such a situation, unless the police are willing to open fire onto the crowd. Anyone who is pulled aside, is presumably going to be swarmed or physically kept away from any officers wanting to approach them, via something like a human chain forming. Most actions the police could take will just spark a riot.
