The infinite monkey cage actually had an episode about the Comedy and the science of it (Well worth subscribing to if you are into your podcasts).

There is something odd about how someone can firmly claim that person x is not funny, even though hundreds or thousands of people will think person x is. I find plenty of people personally unfunny, but I know that other people will find them funny.

So no, there isn't anyone out there who isn't funny.

My honest opinion is that "funny" is something that can be different for everyone.

For example, I absolutely love Sarah Silverman but someone else could absolutely abhor her.

It depends on whether we're measuring a person's ability to purposefully make use of humor, or if we're looking at the things they say based on the kinds of situations they find themselves in regardless of whether they know what's funny or not.
In my case, I may have at one point had a better sense of humor than I do today. Although if you looked at a few highlights of my adolescence, chances are, you could either find that more funny than I ever actually tried to be, or just frown in disgust and shoot me.
