Fear, enslavement, intimidation, mass murder, etc. It will quite literally be post-apocalyptic. We see this in warzones and unstable countries all the time.

Because that's what happens when law and order become defunct and there is no one to enforce either. Society collapses, and if you ask me the collapse of society leads to mass suffering for everyone involved - even those with power in this new lawless world.

This does not compensate, at all, for the many, many crimes against humanity committed in the country. It's just that we could, technically, be even worse. For example, add in Venezuelan-levels of violence and lawlessness, a collapsed economy, and Turkmenistan or Equatorial Guinea-levels of corruption.
