it's because you're not being super specific about why the justice system is unequal, so I assume that's what it is. I don't think the laws are written in any particular way that favors whites. Instead it's how the laws are applied. If the law says "15 to 25 for robbery," a white guy with a good lawyer is more likely to get 15 than a poor black kid with a public defense
