Yep, He already existed. He has always existed, as He is God:

And we know that the Son of God has come and has given us understanding, so that we may know him who is true; and we are in him who is true, in his Son Jesus Christ. He is the true God and eternal life.

Scientific laws aren't Platonic forms which order existence, they're observations about the consistent behavior of natural phenomenon and can be proven wrong. And assuming that there exists a being that has existed eternally without beginning nor end, such a being defies logic.

But to exist it needs its own logic.
Some kind of structure.

Or maybe not...
Maybe quantum randomness is the answer.

I mean, they can be both. It's possible that we reach knowledge of them via observations about the consistent behavior of natural phenomena and for them still to have some kind of natural necessity that explains why certain things happen in the natural world.
