Yes to both of these unfortunately. I remember some years ago, a treasury official wrote a length op ed in one of the major papers advocating we ban cash because we can't track it. This was meant to be treated with earnestness and seriousness. How terrible, the people of Hong Kong are figuring out why cash has a use at the moment.
