These shutdowns are utterly absurd. There is no good reason to close national parks and other services. It's not like money ceases to exist when a mew budget is a few days late.

But it does become illegal to spend.

The legislature had control of funding long before shutdowns where a thing. Shutdowns aren’t something the founders envisioned at all.
