Any comparison of infection rates is going to be complicated by needing to compare testing levels as well.

Spain, Belgium, Ireland, Italy, and Switzerland do have higher rates of infection and death than the US, but the US has lower testing rates than those nations. As an example the US has 600 fewer infections per million than Italy, but the US has 11,000 less tests per million as well. Switzerland has 400 more cases per million but over twice the testing per million.

In addition while the peak appears to have passed in Europe that is not so clear in the US.

It's hard to imagine a president who would've bungled up the response on a similar level. Common sense things like distributing PPE to the states worst hit have been difficult for this administration. If anything, they've been a roadblock to that end.
