The current system for those visas is beyond broken. I had a Turkish friend whose sister was sent to "learn" English at Disney World. She was kept in a virtual prison in a spartan dormitory and her "English" job training for this university educated young woman was working $3 an hour in a burger joint at that place. Do you think they used English in the backroom? No, they simply parroted enough phrases to sell a burger and spoke Turkish the rest.
