He altered the title 9 campus kangaroo courts from a preponderance standard to a clear and convincing standard of evidence (Still below criminal courts, but above a civil suit), and guaranteed the rights of the accused to a lawyer at the proceedings. (Previously denied to many of them). He changed Obamas decision that either both accused and accuser must be able to appeal the decision or neither (While the university handled the accusers legal costs and the accused had to front their own in areas where they were allowed lawyers), and brought in a double jeopardy rule and guarantee of the right of the accused to appeal a decision.

He also changed the remit of the campus courts from handling any and all complaints of sexism to “unwelcome conduct on the basis of sex that is so severe, pervasive and objectively offensive that it denies a person access to the school’s education program or activity.”. (Directly citing the supreme court case on the matter rather than making shit up about what it said to ram through authoritarian bullshit like Obama did).

He brought in cross examination of the accuser, as - “Particularly in sexual misconduct cases, there often are no witnesses, and the decision turns on the credibility of the two parties. There really is no substitute for cross-examination in allowing the fact finder or the adjudicator to judge the credibility of the parties and witnesses,” - Samantha Harris, vice president for procedural advocacy at the Foundation for Individual Rights in Education.
