Plus many of his concepts are a confused mess. He wants to improve living standards and education but his approach has led to to infrastructure declining, plus his inability to confront the teachers union means he cannot actually make any education reforms.
In his defense I think he means well, compared to the many of us predecessors who were straight crooks.
But he is clearly not up to the task. He means well, but a lot of his ideas are contradictory and bad, and his “hugs not bullets” has seen more even more bullets flying.
What he is doing is just not working very well.
