Well? Not for the US. After My Lai; the military took a hard stance against such things.

The fact he was isis is still against the rules. We like to think we are the “good guys” on the battlefield. They have those rules so it does give the enemy justification for killing our prisoners. Does it prevent it? No.

The bigger problem is the navy is having a lot of trouble with inappropriate behavior in the SEALs, and punishing Gallagher was part of their attempt to crack down on the SEALs. President Trump blocking any punishment basically signals that the SEALs can ignore the Navy, which I'm sure will be great for discipline. Never mind overruling subordinates without a good reason is generally a no no in the armed forces, and Trumps reason appears to be it looks good to his base.
