Depends on your definition. I live within the city limits of a large city, but not in the core densest area of the city. It's almost like a smaller city within the city, with its own little downtown area and things.

For one, I should state this has a historical basis; by 1945, American political and military leaders were seeing signs of war exhaustion leading to the need for a compromise peace combined with a willingness, on the part of some, to readily agree to that. In terms of this alternate history, however, these issues were increased to 11. With the collapse of the USSR, the U.S. had to towards the 250 division mobilization scheme, which meant a reduction in the size of the U.S. Navy as compared to what happened historically and thus a slower advance across the Pacific. By the time Germany was forced under, the United States had taken far too many losses and its populace was too ready for peace to want to take the heavy casualties required to bring the Empire of Japan fully down.

The collapse of the USSR in 1942-1943 basically was the destruction of the Party state, with the RKKA establishing a junta in control of what was left from the Urals to the East. The mass flight of Russians and displacement of industry resulted in outright Russian ethnic majorities or pluralities in all of the SSRs in Central Asia. Formally, the state is the Union of Sovereign Socialist Republics, a reformed USSR, but in practice is like Putinist Russia but more overtly Orthodox (gotta keep those Turkics and Persians down). It's got a population of about 200 million and a GDP of $2 Trillion.

Without a Cold War like historically, the U.S. was less interventionist in Latin America in a sense and that resulted in a restored Peru-Bolivian Confederation.

Year is 2010 or thereabouts. Nuclear Fusion was perfected around 1998 and the first commercial reactors have started coming online over the last few years. Already the U.S. is at about 30% of its power coming from such and the cheap desalination has meant there are some megaprojects underway, such as an effort to refill Lake Lahontan via the end of diversions of water from the Truckee River.

As for the French, the necessity of getting the manpower to fight a long war meant they had to extend political rights to their colonies in order to help fight the conflict. There was no massacres here in this alternate timeline Post-War, for example. It should also be noted that, historically, the Ivory Coast did want to remain a part of France and the first two independence referendum in Djibouti failed. As for the Dutch, they made no effort to resist the independence of Indonesia but did retain Dutch New Guinea, which didn't want to be apart of Indonesia anyway, as a precondition for that. Both powers were helped in this due to the Post-War migration of many citizens from their homelands to their colonies, due to the damages of the conflict. This is what happened with the Portuguese, with Salazar allowing mass migration in 1948 and Franco did the same for Equatorial Guinea, which led to an earlier discovery of the oil there.

For South Africa, it actually isn't Apartheid. The United Party won in 1948, allowed mass migration of Europeans under scheme similar to the Australian Pom Poms system, and was able to legalize the annexation of Southwest Africa (Namibia). There was no overall formal policy of Apartheid, but instead the retention of the previous laws already on the books, maybe slightly expanded. The Cape Coloureds never lost their rights, however, so the UP was able to form an earlier coalition of an expanded (due to immigration) white electorate, the coloureds, and Indians that governs the nation. They've since split the Zulus off from the Black population at large as part of the IKFP, which means their coalition is slightly over 50% of the wider population.

Finally, for India, the longer war saw the "Quit India" movement become more prevalent among the INC while the Muslims remained staunchly Pro-British, resulting in the UK favoring them during the partition and supporting the stronger Princely states in maintaining themselves. India as a whole is beset by sectarian and ideological unrest, and is very poor with the License Raj system still in place. Pakistan, meanwhile, without the wars of our history stuck to its development plan (South Korea used the same one in our timeline and Pakistan did too up until 1965), resulting in it becoming much wealthier than India. It has a first rate military to match this economic might as well.

The assassination attempt on Francisco Javier Ovando fails, allowing his network of poll watchers to actively contest the PRI's attempt to steal the 1988 election. The regime gets desperate, attempts to arrest Cárdenas before his speech in the Zócalo and he dies during said attempt; this descends Mexico in a civil war. By the early 1990s the nation is largely a failed state, and its constituent parts begin to gradually request admission into the United States and this ultimately turns into a flood of such requests. It's important to note the 1990s saw a large majority of Mexicans, even without these events, in favor of such. Este País polled Mexicans in 1991 and found that 59% of Mexican supported annexation by the United States, they asked it again in 1999 and found a similar response.
