Not after Stalingrad anyway.

The failure of the Spring Offensive pretty much meant that there was no chance for them to win. Plan 1919 would have been one of the greatest offensives implemented and I can't really see the Germans being able to withstand it after the losses they suffered in both the Spring Offensive and the Hundred Days Offensive.

It wasn't that harsh, iirc. At least not overall.

The Baltics were kind of screwed over, but as far as I'm aware the other states formed by the peace with Russia would be self-ruled puppets.

No, it called for widespread ethnic cleansing to make way for German settlement. The token rump states would have just been that, token rump states.
