Bloomberg defends Xi Jinping 'Not a dictator'

Billionaire Michael Bloomberg recently claimed in an interview with PBS’s Firing Line host Margaret Hoover that Chinese Communist Party chairman Xi Jinping is “not a dictator” and argued the country’s so-called environmental policies demonstrate the communist leader answers to a “constituency.” The Chinese ruler was installed as president and “paramount leader” by the roughly 3,000 members of the undemocratically-elected National People’s Congress in 2012.

Xi has 12 separate titles, including General Secretary of the Central Committee of the Communist Party of China, Chairman of the Central Military Commission, Leader of the Central Leading Group for Foreign Affairs, and is formally known as the Communist Party’s party’s “core,” a title which he received in October 2016. In March 2018, China approved the removal of the two-term limit on the presidency, effectively paving the way for Xi to remain in power for life.

Firstly, I doubt that this is a valid source, since it appears to come from a blog: are there any reputable news outlets claiming that Bloomberg said Xi was not a dictator?

Secondly, what are your opinions on the matter?

It's a dumb thing to say, dictators have constituencies too. There's no such thing as a leader with truly absolute power, even dictators and absolute monarchs have to answer to something.

Dictators are restricted somewhat by the need to avoid the people or vested interests overthrowing them, and also by their own personal sense of morality and duty.

You can make the point that he's not simply a moustache-twirling villain without denying that he heads up an authoritarian government; the fact that Bloomberg couldn't suggests he has a very black and white view of the world.

JD Rockefeller had no qualms in dealing with the soviets in the 1920's in development deals in the caucuses. He liked it when the soviets were in place as they were the only folks he had to make a deal with.
