ISIS wants non Muslims to start persecuting Muslims because then it'll drive the Muslims right into ISIS's hands. The best way to counter ISIS is to not make this a conflict between the west and islam, because that will drain them of that much needed attention. Unfortunately a lot of people in America are idiots and don't realize that, so they throw their support behind shit like a Muslim ban or Muslim registry (sounds awfully similar to a major genocide that happened back in the 1940s) without realizing that the terrorists want the west to officially go after Islam and muslims, leaving Muslims only the choice of joining ISIS or dying. By denying them that conflict, you deny jihadists major fuel for their movement
