That was legitimately the strategy for fire fighters in post-Earthquake San Francisco. They had few workers, but plenty dynamite.
Giving people room to burn is clearly a bad strategy considering the rioting spread throughout baltimore. Had they quelled it in West baltimore, it wouldn't have gotten so crazy, but I doubt the Baltimore city government cared that a poor, mostly black neighborhood was burning
