The Zero Emission Vehicle program is a California state regulation that requires automakers to sell electric cars and trucks in California. Manufacturers with higher overall sales of all vehicles are required to make more ZEVs. Requirements are in terms of percent credits, ranging from 4.5% in 2018 to 22% by 2025. So, eventually all vehicles sold in California (And other states that have adopted ZEV) will not be gasoline burning. So, as of this moment, it does not require all vehicles to be that way. The trump administration just stopped them in their tracks is all. It was a power reserved to the federal government in the first place. California just tried to flex their muscles a bit back in the Obama administration because they knew there wouldn't be any retaliation from the federal government.

It seems like a policy I’d definitely support. I’m truly disappointed to see it die before it could be put into real action.
