The exact number of vehicles is linked to the automaker’s overall gasoline and diesel sales within the state. Over the course of the next few decades, the percentage of zero-emission vehicles that must be part of the sale/production in the state of California will slowly increase until eventually it will be 100%. However, that would takes years to achieve. AS OF NOW the regulations do not require all vehicles to be zero-emission. I believe the percentage of vehicles sold must be around 4-5% at this moment. The regulation directly requires that automakers invest in clean technology, the ZEV program is considered one of the nation’s most forward-looking and limiting pieces of environmental legislation in the country. Manufacturers with higher overall sales of all vehicles are required to make more ZEVs. Requirements are in terms of percent credits, ranging from 4.5% in 2018 to 22% by 2025. So, eventually all vehicles sold in California (And other states that have adopted ZEV) will not be gasoline burning. So, as of this moment, it does not require all vehicles to be that way. The trump administration just stopped them in their tracks is all. It was a power reserved to the federal government in the first place. California just tried to flex their muscles a bit back in the Obama administration because they knew there wouldn't be any retaliation from the federal government.

So, Trump has axed California's ability to set their own emissions standards after they rolled out standards that required zero emissions.

Personally this is a good move. We should slowly cut any and every hold California has on this nation beyond the most basic of influences.
