It's plenty enough for deer, the .30 caliber regs were originally drawn up by fudds in the 1950s that didn't want people going moose-hunting with a .22 Short.
A good 70 grain bullet at 75 yards from an 20" barrel will do 70 grain things that a 40 wouldn't do at 300 out of a 12" barrel.
GWOT is because in mountain fighting soldiers are pushing those pellets out to 500 meters out of an SBR.
