That’s not a legal principle. Laws apply until changed by the relevant legislative body or rendered unenforceable due to constitutional restrictions on what laws can be passed.

The law is stupid and makes it impossible to actually keep track or stop dangerous persons from getting a firearm since they are all paper records and not allowed to be digitized thanks to the NRA. The Democrats need to update the law when they get a majority in the senate and house who will kill the filibuster but until then...

This is a case when we need good persons in said positions of power to risk their jobs to upload all the paper records to a data base and accidently leak it to Bloomberg's organizations who can then set up a private site tracking all the gun purchases and work in state governments to create digital records of their own, effectively making the outdated law useless.

Actually in Thomasi's defense he seems like he'd fit right in both as a cop and a politician. Big words from someone who knows little about firearms. LEOs don't spend nearly as much time as they should doing training due to budgets, lack of commitment, other assignments, etc.
