I'd ban civilian ownership of heavy armored vehicles, stationary or vehicle portable anti-air systems, self propelled artillery pieces, or any sort of air launched explosive. and on up from there, no Tomahawks, no Patriot systems, no Abrams, no Polaris missiles. etc.

So they can make a small army, as long as they have no heavy explosives ...
